Accelerating digital transformation in challenging times
WTISD theme for this year, “Accelerating digital transformation in challenging times”, aims to emphasis the critical role of telecommunication/ICTs in the resiliency of societies, by showing how ITU membership stepped up and engaged in activities that have proven essential in saving lives and sustaining economies.
The WTISD celebration will bring together ITU members and partners to showcase how -though telecommunication/ICTs continue to respond to the COVID-19 outbreak since it was announced in March 2020- ICT-driven innovation and strategies are making digital transformation happen today, while thinking of the society and the economy of the future. To discuss on how telecommunication/ICTs and digital transformation contribute to reinforce the “new normal” idea that, to build back better, the world needs to collaborate more, be inclusive, green and digital.
Ms. Maimunah Mohd Sharif (Malaysia) is the Executive Director of the United Nations Human Settlements Programme (UN-Habitat), appointed at the level of Under-Secretary-General by the Secretary-General, following an election by the General Assembly on 22 December 2017. She succeeds Dr. Joan Clos of Spain.
As the Executive Director of UN-Habitat, Ms. Sharif has focused on reforming and rejuvenating the agency, mobilizing for internal and external support for the organization's restructuring and new Strategic Plan 2020–2023. Key initiatives undertaken by Ms. Sharif as the Executive Director of UN-Habitat include the adoption of the General Assembly Resolution 73/539 after 14 years of negotiation, which established a new governance structure with universal membership, governed by the UN-Habitat Assembly.
Prior to this appointment, Ms. Sharif was the Mayor of the City Council of Penang Island, Malaysia. In 2011, she was the first woman to be appointed President of the Municipal Council of Seberang Perai. As mayor of a local authority, she led the Municipal Council of Seberang Perai to achieve its vision of a “cleaner, greener, safer and healthier place to work, live, invest and play.” Ms. Sharif began her career as a Town Planner at the Municipal Council of Penang Island in 1985. In 2003, she was promoted to Director of Planning and Development, a position she held until November 2009.
Born in Kuala Pilah, Negeri Sembilan, Malaysia, on 26 August 1961, Ms. Sharif holds a Bachelor of Science with Honours in Town Planning Studies from the University of Wales Institute of Science and Technology, UK and a Master of Science in Planning Studies from the Malaysia Science University.
As a Secretary of State at the Chancellery of the Prime Minister and Government Plenipotentiary for Cybersecurity he is responsible for the state policy in the field of computerisation, development of e-services in public administration, civil security in cyberspace, infrastructure and the use of innovative technologies. He also implements a project of key importance for the development of the country, namely the National Educational Network project.
He has been working at the Ministry of Digital Affairs from 16 September 2016, where he served as the Secretary of State until 17 April 2018 and then as Minister of Digital Affairs until the 6th of October 2020.
Under his leadership, the Ministry of Digital Affairs has prepared a number of facilities for citizens, including tolls for reporting the birth of a child on-line, as well as an exemption for drivers, who do not have to carry their vehicles’ registration certificates any more. He coordinated work on the preparation and implementation of the Act on the National Cyber Security System, adaptation of Polish regulations to the General Regulation 2016/679 of the European Parliament and the Council (EU) on the Protection of Personal Data (GDPR), as well as changes in telecommunications law, thanks to which subscribers are better protected against abuse by dishonest Premium SMS service providers. Thanks to the activities undertaken by the Ministry of Digital Affairs during his term of office, in 2018 the number of Trusted Profile users increased by one million (to more than 2.6 million).

Before working at the Ministry of Digital Affairs, he worked in the Ministry of Treasury, where he was Secretary of State in 2015-2016. Previously, in 2006-2007, he also worked as a Secretary of State at the Ministry of Agriculture and Rural Development.
He also served as the President of the Board of the European Fund for the Development of Polish Rural Areas Foundation (in 2005-2006 and 2009-2015). Before that, he worked as a manager in private companies.
Marek Zagórski was born on 6 August 1967 in Kamień Pomorski. He graduated from the University of Szczecin and the Warsaw University of Life Sciences.
Senator the Honourable Allyson West was appointed Minister of Public Administration and Digital Transformation on August 19, 2020. Immediately prior, she was the Minister of Public Administration from August 14, 2019, as well as, the Minister in the Ministry of Finance from June 30 2017.
In her current capacity, Senator West is responsible for leading the transformation of Trinidad and Tobago to becoming a digital nation, including transforming the public service to becoming a digital government.
Senator West was recently elected as Vice President of the Caribbean Telecommunications Union (CTU) and is positioned to play an active leadership role in the digital transformation of the Caribbean region.
Senator West recently served as a Chairman of the Roadmap to Recovery Committee established to develop a framework to guide economic and social activities of Trinidad and Tobago with the advent of COVID-19.
Senator West is a senior member of the Law Association of T&T, registered to practice law in T&T.
Prior to public appointments in 2019, Senator West was a Partner and Territory Tax Leader in the Tax and Corporate Services Department of PricewaterhouseCoopers (PWC), Trinidad and Tobago (T&T).
Senator West however, previously worked in the public service; she served as a Senior State Counsel at the Board of Inland Revenue (BIR) from 1986 – 1994 and was responsible for advising the BIR on taxation, legal and regulatory issues. She has also represented the BIR in numerous tax appeals and various other matters before the Courts of Trinidad and Tobago.
She continues to be a member of T&T’s Permanent Double Taxation and Negotiating Teams for the conclusion of Double Taxation Treaties and represented the Government of T&T and the Board of Inland Revenue in contract negotiations and at numerous regional and international conferences.
