7 Way forward: the ITU-WHO-WIPO Global Initiative on Artificial
Intelligence for Health
In recognition of the importance of digital health, the rapid development of AI, the need for
guidance to all stakeholders to increase adoption of AI solutions and the pioneering work
done by the ITU/WHO Focus Group on AI for Health, the leadership of ITU, WHO and WIPO
announced during the 2023 AI for Good Symposium the launch of the Global Initiative on AI
for Health (GI-AI4H).
The GI-AI4H is a collaborative project to harness the power of AI for global health improvement.
The initiative aims to develop international standards, norms, and policies to guide the ethical and
responsible use of AI in healthcare, promote knowledge and data sharing, foster collaboration,
and build a global community of AI for Health experts. It also seeks to establish sustainable
models for implementing AI programs at the country level, making AI solutions accessible and
impactful across diverse healthcare systems, leveraging three pillars:
1) Enable:
o Norms, guidance, standards (including all benchmarking framework deliverables)
o Governance (ethics, regulations)
o Surveillance, research and evidence
2) Facilitate:
o Knowledge sharing between countries
o Pool funding
o Cooperation between all stakeholders
3) Implement:
o Scale program in countries (phase 1 to target 12 to 18 countries)
o Build capacity building for AI for health programs
o Build sustainability models
The GI-AI4H structure and governance is illustrated in Figure 4:
• Steering Committee: Composed of nine representatives (three from each founding
agency), it is the final decision-making authority. It meets at least twice a year to set
strategic priorities and oversee resource mobilization.
• Secretariat: A functional team from ITU, WHO, and WIPO responsible for operationalizing
and delivering the functions of the GI-AI4H.
