This contribution from the work item editor proposes a baseline text for draft Recommendation ITU-T L.DPP4C, as agreed at the June 2026 SG5 meeting. It provides the scope from the A.1 justification of the work item, the vocabulary taken from existing ITU-T Recommendations, the conventions, the background, consumer-oriented information categories, the circular economy processes from use to end of life and the alignment with related work, together with the structure of the clauses for which contributions are invited. It is intended as a common basis for incorporating contributions from the experts of the work item.
