This document presents the proposed elements for the Global ICT Entrepreneurship Initiative, which will contribute to the implementation of the Innovation and Partnership Goal of the ITU Strategic Plan for 2016-2019 and Connect 2020 Agenda, as well as Resolution 198 (Busan, 2014) on empowerment of youth through telecommunication/ICTs.
