Résumé :

This contribution builds on the one submitted by the National Advanced School of Posts, Telecommunications and ICTs (Cameroon) for the period 2022-2025 (Document 2/39, output report on Question 5/2, § 4.3.17). It sets out three elements: i) follow-up on the progress of the plan of action proposed in 2024 in light of developments up to 2026; ii) a concise framework of disaggregated "usage-oriented" indicators, designed to measure actual adoption, thereby addressing a blind spot highlighted in the previous report but not yet remedied; iii) an illustrative and replicable case study showing how coverage translates into meaningful usage. It contributes to study issues 3, 7, 8 and 13.
