Sri Lanka is progressively adopting new and emerging telecommunication and ICT services as part of its digital transformation efforts. However, the rapid evolution of cloud-based communications, AI and ML integration, IP-enabled services, satellite-based services, and new digital platforms has introduced regulatory and operational challenges. This contribution examines selected case studies highlighting gaps in cross-border data governance, AI/ML skills, IP-based communications, satellite-enabled communication services, pricing frameworks for services offered by telecommunication operators, regulatory awareness, and consumer trust. The paper emphasizes the need for adaptive regulatory mechanisms, strengthened institutional coordination, and enhanced stakeholder engagement to ensure secure, fair, and sustainable implementation of emerging services. The experiences presented may offer useful insights for other developing countries navigating similar digital transformation challenges.
