Complementary Connectivity and Access Solutions based on community efforts (Community-Centered Connectivity - CCC) are a key infrastructure component of a healthy connectivity and regulatory ecosystem. They help connect the unconnected in under-connected areas and are a complementary solution for connecting rural, remote, and underserved areas in an affordable manner. In addition to improving affordability and connectivity, these networks bring digital skills and tools to rural and Indigenous communities, women and girls, and displaced populations. Governments can foster enabling environments for deployment and financing these community-based solutions.
Once connectivity is established, Internet Exchange Points (IXPs) improve traffic flow and help people get cheaper, faster, and better Internet service. IXPs help create shorter, more direct routes for Internet traffic. They provide a more affordable alternative to sending local Internet traffic abroad, only to have to return that traffic via an international link, which can be an expensive business. Keeping traffic local is key to developing a sustainable connectivity environment needed to foster a local digital ecosystem in developing countries.
The Internet Society has been helping to address connectivity gaps for many years by supporting complementary connectivity and access solutions and Internet Exchange Points around the world. We would like to invite Member States to consider the policy and regulatory proposed in this contribution to create an enabling environment for CCCs and IXPs. This document provides information relevant to Q1/1.
