Résumé :

In Brazzaville, as in Kinshasa, every rainy season brings the same challenges: rapidly growing cities, largely unplanned urbanization, saturated watersheds and electronic communication networks that suffer the same flooding as the populations they are meant to serve. Radio sites without power, flooded pull chambers, optical fibres severed by erosion, misaligned beams or cut-off access roads: network failures occur at the very moment when distress calls, public alerts and emergency response coordination depend on them.
The challenge is therefore as follows: how can the resilience of electronic communication infrastructure to recurrent urban flooding be transformed into a precise regulatory regime, combining proactive design and reactive operational capacity in cities where land use is not always controlled?
