Résumé :

Despite significant global progress in ICT development, persons with disabilities (PWDs) remain disproportionately excluded from accessing and benefiting from digital services. In many developing countries, including Kenya, over 90% of educational and informational content remains inaccessible to persons with print disabilities, limiting their participation in digital services and weakening consumer protection outcomes.
This contribution presents Kenya's approach to advancing consumer protection and empowerment through meaningful accessibility, anchored on the deployment of assistive technologies, accessible digital content, and inclusive policy frameworks. The paper highlights practical interventions under the Universal Service Fund (USF), including large-scale digitization of content, deployment of assistive devices, and capacity building. It further proposes a structured framework for embedding accessibility into consumer protection strategies, ensuring that no user is left behind in the digital transformation agenda.
