This contribution was initially intended for Question 1/1 and Question 5/1 from the previous study period, which corresponds to Question 1/1 for the 2026-2029 study period. The 2025-2026 biennial plan of development projects of the Dominican Institute of Telecommunications (INDOTEL) is the third such plan under a rolling strategy initiated in 2021 with the objective of closing the digital divide in the Dominican Republic. As the main instrument of the country's universal access policy, this plan has the objective of reaching rural communities, suburban areas with rudimentary connectivity, and impoverished communities, under the auspices of the project "Connecting the Unconnected", via both the supply side and the demand side. With a budget of more than USD 27 million, this initiative seeks to cement social and economic inclusion through three key components: achieving universal access and developing infrastructure; stimulating demand; and bringing about social engagement and skills development.
