Résumé :

The rapid evolution of the digital landscape, characterized by expanding connectivity, proliferation of Internet of Things (IoT) devices, and deployment of next-generation networks, has been accompanied by a corresponding escalation in cyber threats. Incidents of sophisticated malware, ransomware attacks, hacking, and large-scale spam campaigns are increasingly targeting critical information infrastructures, economies, and citizens worldwide.
Ensuring a reliable and stable information environment that contributes to the realisation of the digital economy's potential is a serious challenge for states.
All of these underscores the urgent need for enhanced international cooperation and updated normative frameworks.
In light of such digital environment, and taking into account relevant outcomes of WTSA-24 and the Plenipotentiary Conference 2022, the revision of Resolution 45 is deemed essential to strengthen ITU's role in promoting cybersecurity, combating spam, and fostering resilience across digital ecosystems.
Key provisions of this proposal:
The importance of explicitly defining and prioritising cyber resilience, as the ability of networks to maintain service availability during disruptions, ensuring minimal recovery time and continuity of critical functions.
Encouraging the BDT to strengthen initiatives for developing countries through practical measures, such as tier-based evaluation via the Global Cybersecurity Index (GCI), the promotion of cyber hygiene and the dissemination of ITU-T standards for countering spam.
The Member States are invited upon to establish national frameworks for rapid incident response, to foster information-sharing mechanisms and to enhance critical infrastructure protection, keeping in mind the GCI assessment areas.
