This contribution contains proposals to revise the terms of reference of ITU-D Study Question 4/1 "Economic policies and methods for determining the cost of services related to national telecommunication/ICT networks, including next-generation networks" for the next ITU-D study period (2022-2025) or for the continuation of the current ITU-D study period (2018-2021) in the case of the postponement of the World Telecommunication Development Conference (WTDC-21).
