These edits aim to refine the draft Opinion on bridging digital divides by streamlining and clarifying text. It also includes text which recognises that efforts to close the digital divide involve tackling two parallel challenges: expanding broadband network coverage and encouraging broadband adoption and usage.
Noting that most people who remain offline live in areas already covered by broadband networks, these edits highlight the urgency of addressing demand-side barriers which hold the majority of offline people back from adopting and using digital technologies.
