This document is submitted to ITU-D Study Group 2 and Question 5/2, "Adoption and utilization of new and emerging telecommunication/ICT services and technologies, and development of digital skills," regarding China's practical experience in advancing open-source artificial intelligence (AI) and ecosystem development. Open-source AI, by its inherent attributes of lowering technological barriers, promoting knowledge sharing, and enabling localized innovation, provides a viable pathway for developing countries to bridge the AI divide and the digital divide. This report systematically reviews China's practical explorations across four dimensions: policy guidance, technology ecosystem, digital skills development, and international cooperation. Drawing on objective evidence from the United Nations Independent International Scientific Panel on AI, it demonstrates the critical value of open-source AI in advancing digital transformation and sustainable development in the Global South. The report aims to provide member states with empirical references for leveraging open-source AI to drive inclusive digital transformation.
