Abstracto :

This contribution describes the national digital modernization project of the Malagasy administration, which aims to enhance the efficiency of public services and improve coordination between local and central levels. The project is structured around three complementary strategic pillars: the provision of 22 000 smartphones to community leaders (Fokontany) and district chiefs, along with external batteries and solar chargers to address the country's energy constraints; the deployment of a Mobile Device Management solution enabling remote enrolment (Zero-Touch, QR code), secure configuration and real-time monitoring of the mobile fleet; and a digital skills training programme for 1 704 district chiefs and 19 340 community leaders (Fokontany), with bilingual (French and Malagasy) training material. This initiative is expected to result in the establishment of a reliable and secure information reporting mechanism, the improvement of transparency and efficiency in local governance, the reduction of the digital divide, as well as user empowerment and autonomy through tailored and accessible training. In short, this project constitutes a strategic step towards a more modern, inclusive and resilient administration, capable of responding to governance and development challenges in the specific context of Madagascar.
