Community digital services in resource-constrained regions depend on connectivity infrastructure that is often energy-constrained and operated conventionally, without adapting to variable demand. This contribution presents a Cameroon case study - a representative rural digital-service hub - and proposes a rule-based, energy-aware network management approach as a foundation for more reliable and sustainable connectivity. Initial ns-3 experiments show energy savings of roughly 33-35% from adaptive operation across a range of traffic demand levels, with the smallest saving observed at the highest demand tested. Results are preliminary, drawn from a single trial per condition, and a fuller, statistically robust evaluation is planned as follow-up work.
