The aim of this strategic contribution, which was submitted by the General Authority for Communications and Informatics of Libya, is to address the regulatory and oversight challenges arising from the accelerated integration of generative and agentic artificial intelligence (AI) applications into communication platforms and digital service environments. The concept of consumer digital resilience should be incorporated into national institutions through a structured policy framework to support consumer digital protection, empower users and ensure digital inclusion and accessibility in AI-powered environments. This contribution responds to the need to develop practical regulatory tools to help Member States strengthen digital trust and protect consumers in AI-powered digital environments.
