Abstracto :

This contribution draws on GSMA research into mobile-enabled Early Warning Systems in Chile, France and Japan to identify lessons for strengthening disaster risk reduction and management, particularly in low- and middle-income countries. It highlights the importance of clear governance frameworks, engagement with mobile network operators, predictable financing, interoperable technical standards, resilient infrastructure, inclusive design, and regular testing. While recognising that national contexts vary, the contribution encourages further exploration of mobile-enabled Early Warning Systems within ITU-D Study Group 1 as an important component of effective and inclusive disaster preparedness.
