For more than a decade, e-wallets (Electronic Payment Service Providers, EMPE) drove financial inclusion in Paraguay through a tiered identification model that allows an account to be opened entirely from a mobile phone, without any in-person procedure. Between 2022 and 2025, however, EMPE active accounts and transactions showed a sustained decline, while the use of QR codes, cards and e-commerce grew. This contribution presents the Paraguayan mobile money case and regulatory framework, and reports market data through 2026 showing continued growth in electronic payment value, transactions, and e-commerce - offering considerations for ITU-D members studying similar cases of convergence between financial and telecommunication instruments.
