This contribution presents the "Single Authorized Line" mechanism introduced by the Information and Communication Technologies Authority (BTK) of Turkiye for consumers with multi-line subscriptions. The opt-in mechanism enables a designated line to authorize specified transactions initiated through other lines under the same subscription profile, with the aim of strengthening consumer control and reducing financial, fraud-related and personal-data risks. Lessons learned and suggested best-practices (if appropriate): Centralized Sub-Line Control Framework: Encourage frameworks requiring Mobile Network Operators (MNOs) to build cross-line authentication capabilities for multi-line subscriptions on a voluntary, opt-in basis, ensuring primary subscribers can govern sub-line transactions that risk bill shocks or PII exposure. Operator-Managed Flexible Validation Channels: Establish that for multi-line subscription environments, transactions bearing financial, roaming, or identity-modification consequences can be redirected to the Single Authorized Line, allowing operators to utilize flexible validation methods (such as SMS, IVR, or mobile applications) according to their existing network infrastructure. Proactive Multi-Line Consumer Awareness: Support proactive notification protocols (such as a 24-hour SMS notification) to raise digital literacy, enabling primary subscribers to utilize sub-line governance tools effectively the moment an additional line is registered.
