The 2026 Kumamoto Earthquake struck Kumamoto Prefecture on July 28, 2026, and registered a maximum seismic intensity of 7 on the Japanese scale. KDDI restored mobile communications coverage in the affected area by July 30, just two days after the disaster. This was a substantial improvement over the approximately 11 days required after the 2016 Kumamoto Earthquake. Key enablers included advances in telecommunications infrastructure, particularly the use of LEO satellite networks for base station backhaul, as well as mobile base stations, portable generators, and enhanced power resilience at base station sites. Close collaboration among telecommunications operators was also important. JAPAN Roaming allowed subscribers to use a participating operator's network when their home network was unavailable, helping affected residents maintain access to communications services. Operators also coordinated support for evacuation centers and used drones to inspect facilities in hard-to-reach areas. The response reaffirmed that effective disaster management depends on continuous preparedness and regular training during normal operations. Sustained investment in technology, operational readiness, and inter-operator coordination is essential for rapid and resilient communications recovery.
