This contribution presents the Republic of Korea's 'MVNO 2.0' policy announced in July 2026 as a recent policy case aimed at promoting competition, affordability, investment and consumer choice in the mobile market. The policy combines broader wholesale access and cost-relief measures with a staged pathway toward service-based and Full MVNO models, support for facilities investment and MVNE arrangements, and strengthened operational and customer-service requirements. As the measures are newly announced, the contribution focuses on policy design and intended market mechanisms rather than claiming realized outcomes. The case may inform Q4/1 work on economic incentives, investment, market development and consumer choice in telecommunication/ICT markets.
