Abstracto :

This contribution shares Chad's experience in implementing the GUIDAM digital platform, developed by the General Secretariat of the Government (SGG) with support from the United Nations Development Programme (UNDP), as part of the digital transformation of public administration.
The platform aims, in particular, to improve the monitoring and evaluation of public policies, interministerial coordination, the traceability of files, and access to certain administrative information. Its roll-out also highlights several challenges related to the digital transformation of public services, including the availability of digital infrastructure, cybersecurity, digital skills, accessibility, and the need to ensure that digitalization does not exclude citizens with limited Internet access or specific needs. Furthermore, it should be noted that in this landmark step forward for the digital governance of Chad's public administration, the GUIDAM platform is presented as an innovative strategic tool designed to support the Government of Chad in the effective implementation of its commitments to the digitalization of public services, set out in its 2020-2030 strategic plan.
This contribution introduces the main features of this experiment, as well as the lessons that could be relevant to the work on Questions 1/1 and 5/1 of ITU-D Study Group 1.
