Abstracto :

This contribution presents the modernization of the national early warning system in Madagascar, undertaken within the framework of Pillar 3 of the Early Warnings for All (EW4All) global initiative.
Given its high exposure to cyclones, the country has developed a strategic roadmap for building an inclusive and resilient warning chain. From a technological standpoint, the common alerting protocol (CAP) serves as the cornerstone of the system as it ensures the simultaneous dissemination of standardized and consistent messages across multiple channels. Cell broadcast has been designated a national priority for sending instantaneous warnings without saturating networks, despite the infrastructure challenges related to power supply and data-centre capacity. Geo-targeted SMS is being optimized to ensure harmonization of messages through the use of unique identifiers and their translation into local dialects. Success depends on a multichannel approach that combines mobile technologies and traditional methods (radio, sirens, flags, community relays), and on strong institutional coordination among stakeholders.
