Abstracto :

This contribution builds upon and enhances the ITU's "National Emergency Telecommunications Plan (NETP) Guidelines," focusing on the needs of developing countries. By introducing portable satellite terminals that provide cellular services, such as Cells on Wheels (COWs), this proposal offers a robust solution for maintaining telecommunications during emergencies when existing infrastructure is compromised. These mobile units ensure that residents and emergency personnel remain connected via Wi-Fi and cellular services, even in critical times, and provide solutions for redirecting cellular services to alternative providers when data centers are affected. This solution aligns with ITU's mission to promote resilient, inclusive communication systems and fosters inno-vation within the satellite industry to design affordable, efficient equipment. Importantly, it serves all individuals in the affected area without requiring specialized devices, enabling the use of ex-isting mobile handsets. Deploying portable satellite terminals enhances ITU's disaster recovery framework, ensuring critical connectivity and enabling the redirection of cellular services when infrastructure is compromised. Leveraging satellite broadband and LEO networks, this initiative strengthens global communication resilience and promotes inclusive access to telecommunica-tions. We urge the satellite industry to innovate and design affordable, high-performance equip-ment to support this initiative, making it accessible for developing countries. ITU's support through funding mechanisms, regulatory exemptions, and advisory actions will be essential in establishing a robust disaster recovery framework, ultimately ensuring that affected populations can remain con-nected and continue to access vital services.
