The deployment of communication systems based on satellite constellations in low-earth orbit (LEO) necessitates consideration of issues related to their seamless integration into existing international telecommunication systems, taking into account all arising aspects in the areas of non-discriminatory access, security, economics, and the preservation of the sovereignty of states covered by the communication services of such foreign constellations. This requires considering regulatory, economic, and other national aspects of deploying satellite constellations in LEO. In this regard, it is proposed to promptly initiate work on satellite constellations in LEO within the Telecommunication Development Sector of the International Telecommunication Union (ITU-D), for which it is proposed to create a new Resolution of the World Telecommunication Development Conference (WTDC). Such work should (in accordance with the ITU-D mandate) be based on provisions developed or being developed in other ITU Sectors, including activities in the areas of the World Summit on the Information Society (WSIS), the World Telecommunication Policy Forum (WTPF), and others.
