Abstract :

This is the Draft Recommendation ITU-T L.Carbon_SLP- "Guidelines for the Construction of Smart Low-Carbon Power Supply Facilities Adapted to Island Biodiversity", submitted for consent.
This document is output from 23 September 2026 Q12 Rapporteurs E-meeting. It has been further refined to strengthen the technical requirements and evaluation framework: Clause 7 has been revised to clarify the assessment process for alternative schemes and to adjust seasonal scheduling towards minimizing disturbances rather than total avoidance; the early-warning provisions of Clause 8 have been enhanced by incorporating geo-referencing and defining specific targets to ensure precision; and the Appendix has been substantially updated: evaluation indicators have been specified with concrete metrics, and dimensions have been harmonized to prioritize biodiversity protection. Additionally, cross-references between the Appendix and main text have been added, and the definition of operational bird risk has been clarified to ensure logical consistency.
