Abstract :

This document presents draft guidelines for harmonizing the outcomes of Plenipotentiary Conference resolutions and decisions, as a result of the informal consultation carried out during the third meeting of the Council Working Group on strategic and financial plans 2028 2031, held in September 2025, and to be submitted, in a clean version, to the 2026 session of the Council for consideration and, if appropriate, action. These non-binding guidelines are intended to assist interested Member States in preparing their contributions to the Plenipotentiary Conference in 2026.
