Abstract :

Following the endorsement by the Member States of Decision 640 of Council, the Union opted for the realisation of an alternative reassessed project for ITU's headquarters premises. The consultation with all Member States on this Decision in accordance with No. 79 of the Convention was necessary as Decision 640 diverges substantially from Resolution 212 (Rev. Bucharest, 2022) of the Plenipotentiary Conference. With the reassessment of the project parts of Resolution 212 became obsolete.
In addition to Decision 640, the 2024 compendium of Decisions and Resolutions of Council references two Decisions of Council that have the Union's headquarters premises project as their topic that are still in force: Decision 588 (C16) " Headquarters Premises" and Decision 619 (C19, last amended C21) "Headquarters Premises". Probability is high that several provisions of the three Decisions of Council overlap or contradict each other, whereas several provisions are outdated following the reassessment.
The present proposal aims at streamlining the decisional bases that have been adopted by the governing bodies of the Union with respect to the headquarters premises project and that still are in force. It seeks to ensure that these decisional bases adequately reflect both the still valid consensuses reached in the past and the more recent agreements among Member States on the way forward, with a view to ensuring clarity, legal certainty and institutional alignment.
