Abstract :

The increasing use of telecommunications and ICT services has created significant opportunities for economic and social development. At the same time, telecom networks and identifiers may be misused for fraud, impersonation, malicious communications and other cyber-enabled activities. The scale and speed of modern telecommunications networks make it increasingly difficult to identify such activities through manual or isolated approaches. Effective detection requires the ability to analyse large volumes of information, identify patterns and share relevant intelligence with stakeholders in a timely manner. The current mandate of ITU-D Study Group 2 Question 3/2 includes sharing experiences on cybersecurity public policies and regulations applicable to the telecommunications/ICT sector, including obligations, measures and assurance practices, as well as addressing cybersecurity challenges and opportunities arising from new and emerging technologies, including AI. Against this background, India would like to share about the AI- and data-driven Digital Intelligence Platform (DIP), a data-driven telecom cybersecurity ecosystem combining regulatory measures, analytical capabilities, information-sharing mechanisms and citizen participation, to strengthen trust in telecommunications/ICT infrastructure for inclusive digital transformation.
