The existing global incident reporting landscape shows a high level of heterogeneity in terms of the categorization of incidents reported, reporting deadlines, as well as territorial coverage. While total harmonization of these obligations cannot be achieved due to the high level of the topic's sensitivity to national security, as well as increasing "interoperability" between national regulations on incident reporting (for example, through more harmonization in incident taxonomies) could be considered.
