Abstract :

Artificial intelligence (AI) is one of the most significant emerging technologies and is driving the digital transformation. In French-speaking developing countries, its adoption offers significant opportunities (health, education, cybersecurity, public services), but also faces particular challenges: data availability and quality, support for local languages, the cost of proprietary solutions, a skills gap and sovereignty concerns. This contribution by Senegal builds on the ongoing regional work on the use of AI in French-speaking countries. It presents a set of case studies developed through the applied research of the Laboratory for Computer Science, Telecommunications and Applications (LITA) of the ?cole Sup?rieure Polytechnique (ESP) of Cheikh Anta Diop University (UCAD), as well as a set of guidelines for the responsible and affordable adoption of AI based, as far as possible, on open-source software. This contribution was submitted to support the work of ITU-D Study Group 2 on Question 5/2, and participants are invited to include it in the guidance and the corresponding report. The results cited are from referenced scientific publications; their scope (experimental validation, prototype or study) is included to avoid over-interpretation.
