Abstract :

Artificial intelligence (AI) and emerging technologies can play a pivotal role in the disaster management from prevention to recovery. As AI technologies continue to advance, international efforts are increasingly focusing on their practical and responsible application. In the field of disaster management, Member States are exploring how AI and emerging technologies can complement existing approaches to disaster risk reduction, preparedness, response and recovery. In response to increasing disaster risks, the Republic of Korea has expanded the use of AI and digital technologies in disaster management including AI-powered integrated water management and AI-based early-warning services. These cases illustrate the value of integrated data and decision-making, human oversight, public-private cooperation and the use of existing digital platforms for last-mile warning. They also provide practical lessons that may be adapted by other Member States, including developing countries, according to their infrastructure, data availability and institutional capacity. Through ITU-D, Member States can exchange practical experiences and identify scalable and context-appropriate approaches to the responsible use of AI and emerging technologies for disaster risk reduction and management.
