Abstract :

A single sector-specific incident, such as a disputed charge on an e money account following a solicitation campaign using a misappropriated customer database, may simultaneously involve consumer law, personal data protection, sectoral regulation and financial regulation. The consumer, meanwhile, does not know where to seek redress. C?te d'Ivoire presents the model it has adopted, i.e. a single authority responsible both for regulating electronic communications and for exercising data-protection powers, together with its advantages, the functional separation that serves as its formal safeguard, and the remaining jurisdictional boundaries. C?te d'Ivoire proposes that Question 5/1 should identify existing institutional models in developing countries.
