Abstract :

Providing a service in a rural area does not guarantee that the service in question is actually usable. Aggregated national indicators mask regional disparities, and the regulator's costly measurement campaigns seldom reach the most remote areas. This contribution outlines the Ivorian framework for monitoring quality of service, the challenges posed by the statutory interplay between a new law and previous obligations, and the benefits and limitations of user reporting as a complementary data source. Lastly, the contribution presents for consideration at the meeting ideas regarding disaggregated indicators, transitional provisions and the legal framework for reporting platforms.
