Abstract :

This contribution presents the Republic of Korea's implementation pathway for accessible kiosks, from government-funded pilot development through standardization and regulation to market implementation support. Pilot projects in 2020-2021 validated functions such as automatic height adjustment, low-screen and high-contrast modes, voice and keypad guidance, dynamic braille and avatar sign-language guidance. Lessons from the pilots were translated into national and TTA standards, a free kiosk UI platform and lifecycle-based obligations under the Digital Inclusion Act. Korea also supports conformity assessment, product redesign, upgrades of existing high-value kiosks and deployment by small businesses.
The experience offers a potentially transferable model for countries seeking to improve kiosk accessibility while managing implementation costs, particularly in developing-country contexts. The case shows how regulation can be paired with practical tools and financial support to expand accessibility while reducing compliance burdens.
