Abstract :

This contribution outlines the United Kingdom's experience in implementing Small-Scale Digital Audio Broadcasting (SSDAB) to support the transition from analogue to digital radio for the purposes of distinct localised/community services. It highlights the programme's objectives, licensing approach and key outcomes, which include increased market entry and community participation. The paper also identifies challenges and shares lessons learned, offering practical considerations for policymakers seeking to enable affordable, flexible, and inclusive digital broadcasting frameworks.
