Abstract :

This contribution examines the cross-border coordination of emergency electronic communications in the Congo Basin to address shared natural and health hazards. It proposes an interoperability framework for warning systems and secure information-sharing among regulators, structured around existing ITU instruments and the African early warning framework. Specific recommendations are formulated for Question 3/1.
