Abstract :

Consumer protection is a strategic priority for the regulator. One of its main challenges is maintaining trust among users. This involves, in particular, the strengthening of protection mechanisms and rigorous controls of operators' compliance with regulatory obligations in terms of consumer protection.
In this context, we shall address the following points: the operation of the complaint handling centre established within the Regulatory Authority for Communication Technologies (ARTEC) in Madagascar; and the main provisions of the regulatory framework promulgated in 2025, the aim of which is to strengthen the regulator's powers to protect consumers in the telecommunication sector.
