Abstract :

Ensuring equitable access to telecommunications and ICT services in rural and remote areas remains a national priority for Sri Lanka. While the country has achieved relatively high mobile penetration and widespread network coverage, geographic, economic, and infrastructural disparities continue to affect underserved communities, particularly in remote and economically vulnerable regions.
This contribution presents Sri Lanka's regulatory and policy experience in expanding rural connectivity through universal service mechanisms, infrastructure sharing, spectrum management strategies, and public-private collaboration. It outlines practical challenges encountered and identifies areas where enhanced guidance and international cooperation under ITU-D Study Group 1 would support sustainable and inclusive rural digital transformation.
