Abstract :

This contribution was initially intended for Question 5/1 from the previous study period, which corresponds to Question 1/1 for the 2026-2029 study period.
Sri Lanka's digital transformation hinges on expanding fiber network infrastructure in rural areas to support e-governance, online education, e-commerce, and digital healthcare initiatives. The Telecommunications Regulatory Commission (TRC) has launched a public-private partnership project to connect over 10,000 schools nationwide with high-speed fiber-optic internet, extending benefits to surrounding villages. Despite TRC covering one-third of capital costs, challenges persist, including telecom operators' reluctance to invest in less profitable areas and schools' concerns over monthly internet expenses. Addressing these issues is crucial to bridging the digital divide and ensuring equitable access to digital opportunities across the country.
