Abstract :

Resolution 37 of the World Telecommunication Development Conference (WTDC) defines the efforts of the Telecommunication Development Sector of the International Telecommunication Union (ITU-D) on the one of the most important issue to ITU - bridging the digital divide.
Key changes on the proposals:
- To add the distinction between coverage and usage gaps;
- To add the aspects of device availability and affordability of services.
