Abstract :

The International Civil Service Commission conducted a cost-of-living survey in Geneva in October 2016 which would result in a drastic reduction in pay of the Staff in the professional and higher categories and of the elected officials of -5% of net pay in August and a further -2.9% in November resulting in a total reduction of take-home pay of -7.7% by end of this year. Management and Staff Council are seriously concerned about the adverse impact on staff morale and ability to attract new high quality recruits. These concerns are shared by the sister UN organisations in Geneva. The WMO Executive Council has this week supported a proposal submitted by the WMO Secretary-General that a "Personal Transitional Allowance" for all affected staff be implemented to bridge the gap in pay on an interim basis and within available budget funds until the multiplier comes back to its current level.
