This contribution presents a standards-based cybersecurity capacity-building approach implemented through an ITU interregional training course held in Bangkok, Thailand, in February 2026. The training combined Recommendation ITU-T X.1280, Framework for out-of-band mutual authentication using mobile devices, with practical implementation tools and hands-on installation and integration exercises. ICT officials and experts from 13 Member States in the Asia-Pacific and CIS regions participated in the course. The contribution also describes follow-up activities after the training, including further capacity-building and implementation activities in Tajikistan and an application in a public-facing online service in the Republic of Korea. The experience illustrates how international standards, practical implementation resources, hands-on training and national-level follow-up mechanisms can be combined to support the development and diffusion of cybersecurity capabilities. It also identifies considerations that administrations may take into account when designing similar capacity-building programmes.
