Private wireless networks and dedicated spectrum in enabling grid digitalization and renewable energy integration. As distribution networks require secure, reliable, and cost-effective "last-mile" access, public cellular networks prove structurally inadequate due to coverage gaps, uncontrollable QoS, and security limitations. The paper identifies key challenges-massive node dispersion, heterogeneous service requirements, cybersecurity imperatives, and economic constraints-and demonstrates why private networks based on standardized LTE/5G technologies offer an irreplaceable solution. It argues that dedicated spectrum allocation for the power sector is essential for national energy security and advancing SDGs 7 and 9. The recommendations are presented for Member States, regulators, industry, and the international community, covering spectrum policy, cross-sector coordination, standardization, public-private partnerships, capacity building, and global spectrum harmonization.
