Relying on the Xingchen model, China Telecom has built an intelligent bid evaluation system for the procurement supply chain to promote the transformation of bid evaluation from "human evaluation" to "machine evaluation". The first is to integrate multi-modal and semantic large models to accurately analyse various bidding documents. The system achieved 100% accuracy in objective scores, 90% acceptance rate for subjective experts, and 70% increase in bid evaluation efficiency. The second is to embed compliance control into the whole process of bid evaluation, and automatically audit violations such as bid-rigging and collusion, abnormal scoring, etc., to prevent a large number of risk incidents. Third, it is equipped with a security protection platform to ensure the reliability and security of model applications. China Telecom's practice shows that artificial intelligence may help address the efficiency and compliance problems of traditional bid evaluation, and provides a reference path for the intelligent transformation of the global telecom industry's procurement supply chain.
