This contribution submitted by Chad concerns the implementation of the project on promoting e governance and the digital inclusion of rural areas. Guided by its vision to make digital technology a driver of socio-economic development, the Government of Chad has included the project to digitize government services in its 2020-2030 strategic plan. The project is being led by the Information and Communication Technology Development Agency (ADETIC) whose powerful slogan is "bringing government services closer to citizens". The fibre-optic e governance (e-gov) backbone was established in 2015 to enable the interconnection of government departments that have built digital platforms. The objective is to develop digital skills and make government services accessible to users nationwide, wherever they may be. The promotion of e governance is supported by the high-speed mobile Internet coverage provided by 3G and 4G networks. In order to promote digital inclusion and serve both rural and urban areas, the Government of the Republic of Chad granted a licence to the low Earth orbit (LEO) satellite operator Starlink in May 2025 to bridge the digital divide.
