Abstract :

The Democratic Republic of the Congo (DRC) is vulnerable to a variety of natural, health, and humanitarian risks, including floods, volcanic eruptions, landslides, epidemics, and mass population displacements due to conflicts. These situations frequently impact the population and socio-economic infrastructure. Despite the existence of national frameworks for disaster risk management, the DRC currently lacks an integrated national system capable of rapidly disseminating early warnings to at-risk populations, particularly in rural and remote areas. This underscores the need for the establishment of a National Emergency Telecommunications Plan (NETP). This contribution outlines the approach being considered by the DRC, which is based on a multichannel architecture incorporating the Common Alerting Protocol (CAP), Cell Broadcast Service (CBS), geolocated SMS, rural radio, and satellite connectivity. It is proposed that the lessons learned from this initiative could inform the work of Question 3/1.
