Résumé :

Early warning systems are an essential tool for reducing the impacts of disasters and enabling rapid and anticipatory action. However, their effectiveness depends on the ability of institutions responsible for disaster risk reduction and management to effectively mobilize the available national digital infrastructure, services, and skills. Building on the previous contribution titled "Role of Early Warning Systems (EWS) and Digital Inclusion in Strengthening Disaster Risk Reduction," which highlighted the importance of digital inclusion, accessibility, infrastructure resilience, and emerging technologies, this contribution focuses on the collaboration between ICT/digital authorities and disaster risk reduction authorities as a condition for the operationalization of EWS. It proposes moving from ad-hoc collaboration to an institutionalized and operational mechanism, based on a joint assessment of capabilities, clear definition of responsibilities, collaboration protocols, standardized operating procedures, information-sharing mechanisms, regular exercises, and indicators to evaluate the performance of the alert chain. This approach aims to enhance the use of existing digital infrastructure and solutions to quickly reach exposed populations, including those living in rural, isolated, or poorly connected areas.
