Résumé :

C?te d'Ivoire has modernized the upstream chain of its public warning dissemination, which includes forecasting, risk assessment, and decision-making through the VIGICLIMM project, and is automating the downstream chain through cell broadcast with CI-Alerte. However, the audiovisual link relies on broadcasters as intermediaries, and, while they are required to relay emergency messages, there is no technical interoperability obligation that allows for a forced display of a warning during a digital terrestrial television broadcast. This contribution describes this situation, shows why cell broadcast and broadcasting are complementary rather than substitutable, and proposes formally describing the switch from a broadcast obligation to an interoperability obligation within the context of Question 2/1.
